Rethinking the Public Policy Process: A Public Engagement Framework

Today many issues can’t be solved by governments working alone. This paper takes seriously the claim that to adequately address these issues, we need a new generation of public processes. It explains what public engagement processes are, why we need them, how they work, and some of the special issues, challenges and opportunities they pose for governments and the public.
